22. At least 5 days prior to the date scheduled for a special inquiry, the committee shall, through its secretary, send the chiropractor concerned a notice similar to the notice in Schedule II. The notice shall be sent by registered mail, by bailiff or by mail with acknowledgment of receipt.
A copy of the notice shall be sent to any person referred to in the second paragraph of section 1.
Where sending the notice to the chiropractor or sending a copy of the notice to a person referred to in the second paragraph of section 1 may jeopardize the objectives of the special inquiry, the inquiry may be held without notice.
